行政执法行为在遵循合法性、合理性原则的同时必须坚持效率性原则,也就是说要考虑成本与效益的问题。治安法律法规对于传唤和送达的方式作了明确的规定,然而在执行的过程中由于各种各样的原因存在着执行成本和收益之间的差距。因此,探讨符合社会发展进程和经济效益的治安传唤与送达方式就有着非常重要的意义。

Administrative law-executing must insist on efficiency principle while abiding by legitimacy and rationality principle. In other words. cost and prnfit need to be considered. The public security laws have explicit regulations about the summon and service, but in the process of lawexecuting, there is a gap between cost and profit because of different kinds of reasons. Therefore, it is very. important to discuss the public security summon and service ways according with social development and economic profit.
