The cost models for agricultural research projects are hard to be standardized, which is due to various internal and external environments in agricultural research projects. Improvement of internal and external environments in agricultural research projects will afford a good platform for the standardization of cost checking in agricultural research projects. Therefore several opinions from the aspect of organizational system are put forward, which might be a reference to improvement of agricultural research environment.
