提出用成本分担机制解决高速公路建设单位难于独自承担征地补偿成本上涨过高的问题,论述了高速公路建设征地成本分担的理论依据和必要性,进而构建高速公路建设征地补偿成本上涨分担机制模型,并给出算例对模型的可行性验证,为解决当前高速公路建设征地成本上涨高的难题提供了新思路与新方法。

The text proposes a cost-sharing system to solve the problem,that expressway construction unit is difficult to undertake land expropriation cost going up too high.It discusses the theoretical basis and necessity of the cost-sharing for expressway land expropriation,then constructs the cost-sharing model to response cost of expressway land expropriation rising.At last,it gives an example to verify the feasibility of model.The thought provides new ideas and new methods to solve the problem of expressway land expropriation cost rising.
