陕西、四川和重庆等西部局部地区经过国家的长期支持和发展,不仅聚集着强大的承担"国家使命"的科技资源,而且吸纳科技成果的高新技术产业与装备制造业及军工产业较为发达,区域内国家创新能力较强。因此,这些地区区域创新体系的建设应充分利用其国家科技能量首先在本区域释放、国家科技资源布局的区域"根植性"、技术能力的非流动性和技术知识溢出的"空间局限性"等有利条件,通过国家创新体系区域化的路径,进一步以思想观念创新为先导,克服为科技而科技、轻科技产业化和区域创新体系建设盲目靠拢国家创新体系目标的认识误区;以体制制度创新为主导,强化政府的引导作用和以大力发展地方科技为基础,提升区域吸纳利用国家科技能力等措施,建立完善其区域创新体系,深化西部大开发,带动西部经济又好又快发展。
