The planning of BSC cutover is intended to rationalizing the control and work load, where details should be taken into consideration. On the basis of actual case, the author introduces the process of BSC cutover, the method for BSC allocation （including BSC capacity, area border and the division of LAC Area, etc.）, and proposes suggestions for the implementation of cutover.
