摘要 美国特保案看似偶然,实则是中国轮胎产业之必经一槛,中国轮胎工业目前已经步入、也必须步入结构优化调整这一阶段。 On 11 September 2009, U.S. President Barack Obama decided to impose punitive tariffs on all car and light truck tires entering America from China. The policy will last for three years. And an extra 35 percent tariff will be levied in the first year, 30 percent in the second, and 25 percent in the third.This will baffledChinese tire exports. The world’s largest tire producer and exporter sold more than half of its tires abroad in recent years. In 2008, the country exported 63.8 percent of its tire yields to the overseas markets. FromJanuary to July 2009, China exported 160 million tires for USD 4.06 billion, with half of the export volume manufactured by foreign-invested enterprises and the United States as the biggest purchaser. President Obama’s decision will slow down China’s tire exports in the following years and China will have a great surplus of tire.There are other problems. The sales of cars remain declining globally. This will also abate the demand for tires. And the raw materials for tire, such as the rubber and the carbon black, may get higher prices as the oil price rises. And so the Chinese tire industry will have a hard time in the near future, though it has many comparative advantages and may revive in the long run.
