在我国当前的新农村建设中,公共体育服务非均等化现象突出,传统的城乡二元制度、分税制财政体制改革不到位以及政府与农民的理性选择均成了影响农村公共体育服务均等化的关键因素.在建设新农村进程中,实现农村公共体育服务均等化不仅要在宏观上切实改变城乡二元制度结构,而且要切实优化政府财政体制,确保农村公共体育服务的资金供给,建立农村公共体育服务的绩效评价机制.
