党的十七大报告指出,要深入贯彻落实科学发展观,坚持全面可持续发展。为了确保财政本身的可持续发展,我国的政府预算有必要由年度预算转向中期预算。文章主要就美国的中期预算进行考察,以期为我国未来的中期预算改革提供借鉴和参考。

The report of the Seventeenth Session of CCP points that we should implement the policy of scientific development. To safeguard the sustainable development of the public finance in China, we should carry out the reform of medium budget. In this article, I explored the practice of medium budget in US, and gave proposal about the reform of medium budget in China.
