Ismail Bey Gasprinskii is an outstanding Islamic thinker and humanist in Russia. The theory of ethnic harmony is the most eye-catching in his ideological system which displays in three aspects： the integration and modernization of Russian Muslims, the equality and intimacy between Russian Muslims and Russians, and the bond and unity among Muslims all over the world. By holding that the improvement in education is the way to realize ethnic harmony, he suggests an alliance between Russia and Islamic states to build a harmonious and unifying surrounding in the world.
