This paper introduces the meaning and role of ISO 14031 standard and explains its work processes. Under this standard framework and based on the characteristics of resource - based state - owned enterprise, this paper formulates environmental performance assessment criteria system for resource - based state - owned enterprises. The system can be used as the control tool for enterprise environmental management. By qualitative and quantitative information, this system provides information for business stakeholders and facilitates the management to make decisions.
