我国农村人力资本形成困境中的政府行为研究

On Government Behavior in the Difficulty of Rural Human Capital Formation in China

农村人力资本形成对于我国从根本上解决"三农"问题、加快新农村建设具有重要意义。本文从分析我国农村人力资本形成的现实困境出发,指出政府在农村人力资本形成过程中存在的一些行为偏差,提出政府尤其是地方政府作为农村人力资本投资的重要主体,应从观念引导、政策导向、投资机制建构、现有制度创新等方面采取切实有力措施,加快对农村剩余劳动力的人力资本开发,促进农村人力资本的有效形成,推动农村经济持续快速健康发展。

The formation of rural human capital has the vital significance in fundamentally solving the problems of village, farmers and agriculture and speeding up the new rural construction. From analyzing the realistic difficulties in rural human capital formation, the paper points out that some government behavior deviations are existed in the countryside human capital forming process, and proposes that the government, the local authority in particular, is the important main body of countryside human capital investment. We should adopt the practical and powerful measures in idea inducement, policy guidance, investment mechanism construction and existing system innovation, speed up the human capital development for over surplus labors in rural areas, promote the effective formation of countryside human capital, and impel the rural economy to keep its sustainable, fast and healthy development.
