Administrative Calendar at Town Level:An Explanatory Framework

随着乡镇地位重要性的日益凸显,有必要考察乡镇每年到底从事了哪些工作。该文将结合相关法律法规的规定、乡镇的机构设置、工作内容和领导人分工来考察个案乡镇行政年历的独特性;在此基础上还考察了乡镇行政年历的相应保障措施,即各项公共事务是如何展开的,发现其中贯穿了党委领导下的镇长负责制、动员型组织结构和量化的考核;而乡镇领导人则成为了连接乡镇特性和具体工作方法的中间环节,他们的个人作用深深地影响了乡镇行政年历。通过本文的研究,笔者形成了乡镇行政年历的解释性框架,并试图推广这一研究的外部效度。

Along the importance of the township’status been day-by-day highlighted, which is necessary to inspect the township to be engaged to work every year. This article will unify the related laws and regulations, the township organization establishment, the work content and the leader’s work, how inspects the case township is to launch the administrative calendar. Based on this also inspected the township administration revolu- tion foundation, the executive calendar of how the public affairs were started, discovered the mayor responsi-bility system which under the party committees, the mobilization organizational structure and the quantifica- tion inspection. The township leaders have became connected township properties and specific methods of work as an intermediary link, their personal deeply influenced township calendar. Through this study, has formed an explanatory framework of the administrative calendar at town level and try to promote the external validity.
