天保工程专项资金规范使用对策——以青海省为例

介绍了青海省实施天然林保护工程概况与工程资金管理方面取得的成效,并对加强工程管理及财务培训工作、编制年度森林管护实施方案、严格界定中央财政专项资金开支范围、制定工程资金到位使用规范、省级林业、财政部门联合调研及加强检查等采取的对策进行了分析。

This paper introduces Qinghai implementing natural forest protection project and project funds management achievement, and to strengthen the project management and financial training work, prepare its annual forest management plan, strictly define central finance special funds for capital expenditure in engineering, provincial forestry, financial departments jointly research and the countermeasures of strengthening inspection is analyzed.
