摘要
通过对黑龙江省国有林区职工家庭大规模的入户调查,应用统计分析方法,从职工个性特征与就业率、失业率及木材产量调减关系入手,深入细化分析造成职工生存危机的具体原因。研究表明:(1)黑龙江省国有林区职工就业率与木材产量呈高度正相关,职工失业率与木材产量呈中度负相关。(2)70%左右的青壮年男性职工就业率不能被充分保障,是加剧职工家庭的生存危机,造成林区社会稳定的主要威胁。(3)黑龙江省国有林区职工工龄普遍较高,但受教育程度普遍偏低。建议:鼓励职工建立多元化的就业理念,鼓励职工自主择业,重视林区生存资源的综合开发,鼓励家庭经济和私营经济,增加对具有开发潜力项目的投资、加强对下岗职工特别是青壮年男性职工的再就业技能培训与规范管理,为解决职工生存危机提供理论与政策支撑。
By means of large-scale home investigation and statistical analysis, the paper starts with the relations of employees' individualities, employment rate, unemployment rate, and the adjustment and reducing of timber productions, makes a deep and detailed analysis of the specific causes resulting in the crisis of the forest workers' survival .Its conclusion is : (1)A high-positive correlation is found between employment rate and timber produc- tions in Heilongjiang forest areas, and a moderate negative correlation is found between unemployment rate and timber productions.(2) About 70% of the young and middle-aged male workers' employment cannot be guaranteed which aggravates the survival crisis of the workers' families and becomes the main factor threatening the social stability of the forest areas.(3) Working years in Heilongjiang forest areas are generally long, but education levels are generally low. Suggestions are: encouraging the workers to build up a diversification concept of employment, encouraging the workers to choose jobs independently, valuing the resources comprehensive development, encouraging family economy and private economy, increasing investment in projects with great developing potentiality, and strengthening reemployment skill training and standard management of the laid-off especially those strong young male workers, providing theory and policy for resolving the workers'survival crisis.
