摘要
科研经费是科研单位的主要资金来源,是科研单位提高科技创新能力,促进科技进步的保障,也是科研单位财务管理的重要内容。如何管好、用好科研经费,提高科研经费的使用效益具有十分重要的意义。文章从科研单位科研经费管理的现状入手,分析了科研单位目前科研经费管理中存在的问题,从科研经费管理制度的改革、预算管理的改革、财务管理的改革等方面,提出了科研单位科研经费管理改革的思路。
The paper focuses on the methods required for increasing efficiency of research funding utilization.It also puts forward the reform idea based on the reform of scientific research fund management system,budget management and financial management.
