从政府宏观调控、公立医院运营管理、医疗活动参与者的培育三方面论述了构建和谐医患关系的对策。指出,政府宏观调控要从政府与市场、医疗保障、药品流通及价格、纠纷解决机制、媒体引导等方面发挥政府宏观调控机制的作用,解决目前这些领域存在的问题;公立医院运营管理要解决医疗卫生事业的功能定位、管理理念、运行管理和补偿机制等问题;医疗活动参与者的培育要从医学生教育、医务人员素养和社会人群健康宣教等方面提高医疗活动参与者的素养。

Measures of building harmonious hospital and patient relationship were discussed in perspectives of government macro-control, public hospital operation management and medical participator training.Government macro-control should adjust government and market relationship, medical security, drug distribution and price, medical dispute and media propaganda.Public hospital operation management should define the function and role of health care, management vision and operation management and compensation mechanism. Medical participator training should improve medical staff＇s qualification by medical student education, medical staff training and publicly health education.
