Review and Prospect on Natural Forest Protection Program for 10-years in Shaanxi

从生态效益、社会效益和经济效益等方面总结了陕西省天然林保护工程10 a来的成效;分析了陕西省天然林保护工程存在的森林管护经费不足、后续产业发展乏力、对林农生活造成较大影响等问题;提出了加大公益林建设投资力度,提高森林管护费标准,加快林区后续产业发展,探索森林可持续经营的新机制,不断提高工程的管理水平等对策建议。

Achievements of natural forest protection project in Shaanxi Province in the past decade were summed up from the aspects of ecological, social and economical benefits. Problems existed were analyzed, such as budget shortages in forest forest management and protection, weakness of successive industry re- lated to forest, negative impact on the farmers living in forest area. Suggestions were put forward on raising the investment in the public welfare forest construction, increasing the payment level of the forest tending, promoting the successive industries＂ development, exploring the new innovation in the long-term mechanism, and improving the program＇s management level and so on.
