On the Third Sector Development and the Disadvantaged Group's Participation in Public Affairs

弱势群体权益保护问题关系着国家的稳定、社会的和谐,扩大弱势群体的公众参与是保护弱势群体权益的有效途径之一。在我国目前的制度下和现实中,弱势群体的公众参与仍面临诸多问题,但第三部门的发展为该问题的解决提供了一个全新的路径和视角,可望使弱势群体更加有力、有序和有效地以公众参与形式保护自身权益,但其作用的充分发挥仍有赖于一系列内、外部条件。

Protection of disadvantaged groups is closely related to country＇s stability and social harmony, and extension of public participation of the groups is one of the effective ways to protect their rights. According to the current system and Chinese reality, there are still many problems faced by public participation of disadvantaged groups; however, the development of third sector provides a new approach to solve the problem, which them vulnerable groups to protect their rights in the form of public participation more powerfully and more effectively. Of course, the full play of its function depends on s series of internal and external conditions.
