矿业开采负外部性的出现通常无法使煤炭市场价格得到充分反映,因此应充分考虑其行为带来的负外部性。根据矿业开采的外部性理论,分析了其负外部性,并深入剖析了其带来的不经济,提出了针对矿业负外部性-外部不经济的建议与对策。

Generally if the negative externalities of the mining appears,it will make the coal market price can t be sufficiently reflected,accordingly,the negative externalities incurred by its behavior shall be fully considered.Based on the externality theory of the mining,its externalities are analyzed,the incurred diseconomy is further profiled,and the suggestions and countermeasures concerning the mining externalities-external diseconomy are put forward as well.
