摘要
为评价电力市场运营规则的可靠性,在现有的电力系统可靠性指标的基础上扩展,构建了一套全新的评价电力市场运营规则可靠性的指标体系,包括电力系统可靠性、电力充裕度、电力市场交易可靠性、电力市场信息可靠性、电力市场计量可靠性与电力市场结算可靠性6个方面。然后利用层次分析法确定各指标的权重,最后根据指标的特征,采用模糊综合评价法对某个电力市场运营规则的可靠性效果进行综合评价,得出了该电力市场运营规则满足可靠性要求的程度。
A set of reliability indexes are developed to evaluate the reliability of the operation regulations by expanding the existing reliability indexes of the power system.The power system reliability,electricity adequacy,reliability of power exchange,information reliability,calculation reliability and settlement reliability indexes are considered in the new system.Weights of these targets are determined with the AHP method.In accordance with the characteristics of these indexes,the fuzzy comprehensive evaluation（FCE） method is applied in evaluating the reliability of some power market.It is found that the performance of the market operation regulations is satisfactory.
