"校本课程开发"并非指那一类特定课程的开发,而是指在三级课程管理体制下,对基础教育阶段中各类课程的开发,包括了对国家课程的校本开发、地方课程的校本开发和适合本校课程的校本开发。不应当把校本课程和适合本校的课程混淆起来,更不应当认为校本课程开发就是专指适合本校课程的开发。基础教育体育课程体系中,校本课程开发的主战场应当是国家规定的体育必修课的开发。
