失衡与重构:农民体育健身工程的实施主体思辩

Unbalance and Reconstruction: Implementation of Peasants' Sports Fitness Project

运用文献资料、逻辑分析等研究方法,对实施农民体育健身工程过程中政府与农民的关系进行了描述与分析,认为农民体育健身工程是一项涉及社会、政治、经济、文化、体育等方面的系统工程,政府在其中发挥着主导作用,但政府在意图强化其主导作用时,却导致了政府、农民和基层组织三者之间关系的扭曲和紧张。建议坚持以人为本,提升政府的支持意愿,充分调动农民和基层组织的积极性,完善村民自治,构建农民体育健身工程的多主体实施模式。

According to methods of documentary review and logical analysis, the relationship between government and peasants is described and analyzed in the process of implementing peasants＇ sports fitness project. It shows that peasants＇ sports fitness project is a kind of systematic one concerning with society, politics, economy, culture and physics etc. Government plays a dominant role in the process. But it causes distortion and tension among the government, peasants and local organizations when the government tends to emphasize its leading part. So the following suggestions are made： on the basis of people-oriented society, government support should be improved, initiative of peasants and local organizations should be aroused completely, and villagers＇ self-control should be perfected. In this way, the multi-subject mode of peasants＇ fitness project can be constructed.
