摘要
随着我国民主化和市场化进程的不断加快,政策形态随之逐步实现从供给主导型向需求主导型的转变。但两种政策形态的单独作用都不足以解决所有的政策问题,在政府与社会共存合作的关系模式下,构建公共政策供需双方互动博弈的制度平台和政策网络,在平等协商基础上形成解决问题的共识显然是调适两者关系并实现政策目标的必然要求。
With the acceleration of democracy and marketization process in our country, the public policy transform from supply-oriented policies to demand-oriented ones. But both of them are insufficient to resolve all the policy issues alone. Therefore, it is inevitable requirement of adjustment the relations each other and realization policy objectives to construct an interactive and game platform and policy network of demand-supply sides, and form consensus to solve the problem on the base of equal consultations.
