摘要
从招标工作中的问题、招标方式与投标单位的选择、招标文件编制、招标的过程管理和招标中的风险控制几个方面论述了招标方在招标工作中如何处于主动掌控地位的课题。并谈了关于统一思想认识,参与招标工作的各部门密切配合的问题,提出了操之在我、积极主动的态度对招标工作的意义。
This article mainly describes how to control the status of the initiative in tender work in some respects such as measure of choosing bidding units and compiling bidding documents, as well as the ways of bidding, risk control and process management of bidding. The paper also talks about some problems on unification of ideological recognition and coordination between bidding units. In the end, the author refers to the significance of positive and initiative manner towards bidding.
