我国当前面临的经济压力很大程度上源于经济增长方式转型滞后,迫切要求深化资源环境体制改革,制定和实施绿色发展战略,促进低碳经济发展。建立环保特区是通过体制机制创新,按照保护与发展并举的原则,实现绿色增长、绿色复苏的重大战略举措。从各方面看,海南具备建立环保特区的基础。能够为全国经济发展方式转型提供示范。

Current economic pressure China faced, to a great extent, is due to the lagging of economic growth model transformation. Therefore, it is urgently demanded to deepening the reform of resource and environmental system, and make ＆ implement a green development strategy for stimulating the development of low carbon economy in China. The way of establishing a special environmental conservation zone is an important strategic countermeasure to realize the ＂green growth and recovery＂ through systematic innovations on the base of implementing a key principle of conservation and development simultaneously. From many aspects, Hainan already possessed the fundamental conditions to build up a special environmental conservation zone, and is also capable of providing a demonstration on the transformation of economic growth for other provinces.
