摘要
智力密集型城市是创新型国家的先行城市,其智力资源的密集度高于全国平均水平。提高智力密集型城市科技创新资源利用效率是政府和学术界共同关注的重要问题。本文利用数据包络分析(DEA)方法构建"智力密集型城市科技创新的资源利用效率评价模型",对全国15个副省级及以上智力密集型城市进行评价,并分别运用C2R和C2GS2模型对非DEA有效的智力密集型城市的松弛变量和规模效益进行分析,揭示智力密集型城市科技创新资源利用效率低的原因,并提出相应的政策建议。
Intelligence - intensive cities are antecedent cities of innovation - oriented countries, whose density of intellectual resources is higher than the national average level. How to improve the utilization efficiency of sei -tech innovation resources of intelligence - intensive cities is an important problem that both government and academic circles are paying attention to. The author constructs "The evaluation model of the utilization efficiency of sei - teeh innovation resources of intelligence -intensive cities" with Data Envelopment Analysis (DEA) method, and evaluates fifteen cities which are higher or equal than subprovince in China. Then the author analyses the slack variables and scale benefits of those intelligence - intensive cities which are DEA inefficiency, reveals the causes of the low utilization efficiency of sci - teeh innovation re- sources of those intelligence - intensive cities, and put forward corresponding policy recommendations.
