摘要
问责制作为20世纪80年代以来一种普适性的高等教育管理话语,其盛行是内外因素共同所致。导引政府指导变革的新自由主义意识形态和新公共管理模式的理论局限性决定了高等教育问责制的限度。只有从新的理论向度——治理出发,更新高等教育问责制的价值取向,复归大学的本真,才能使问责制发挥其应有的实效。
As a kind of universal higher educational management discourse since the 1980s, the prevalence of accountability has been caused by both internal and external factors. The theoretical limitation of the Neo-liberalism ideology and the new public management mode to lead the government to guide change has led to the limitation of higher educational accountability system. Only when we start from the new theoretical dimension -- the governance, to renew the value orientation of higher educational accountability, and return to the nature of university, can the accountability give full play to its proper substantial results.
