On the Index Choosing Methodology of Regulatory Detailed Planning: The West Zone in Taicang City as the Case

快速城市化的总体发展趋势与新的法制要求所构成的当前中国城市规划与管理的新形势对控规的编制提出了更高的要求。更具可操作性的控规日益成为城乡规划主管部门和规划编制单位迫切需要研究的课题。结合太仓市西区控制性详细规划编制的实践,对控规编制的核心问题——指标确定方法进行探讨,提出适用于快速城市化地区的城市设计和经济分析相结合、公众参与贯穿始终的技术路线,为新形势下控规的编制方法研究提供参考。

The new situation of urban planning and management which constitute by the fast urbanization and new legal system in China puts forward high demand for the regulatory detailed planning. The more pragmatic regulatory detailed planning increasingly becomes the urgent topic of the departments of urban planning management and the planning study institutes. This paper puts forward a new way in the index choosing of regulatory detailed planning through integrating urban design, economic analysis and public participation in a whole process, and applies it in the practice of west zone in Taicang.
