加快煤基醇醚燃料的推广应用——关于建立我国区域醇醚燃料推广应用示范区的建议

Speeding up Extension of Use of Coal Based Alcohol Ether Fuel——Suggestion on Establishing China's Regional Alcohol Ether Fuel Demonstration and Validation Zone

我国车用燃料甲醇国家标准和车用甲醇汽油(M85)国家标准已获批准。我国生产甲醇的主要原料是煤,2008年国内煤制甲醇的产能约1270×104t,约占甲醇总产能的61%,预计到2010年,国内将有超过70%的甲醇产能以煤为原料。为加快醇醚燃料进入市场的步伐,建议在我国相关区域建立醇醚燃料产业推广应用示范区,逐步形成规范的区域大市场,在保障我国能源安全、促进能源燃料需求与供给的平衡等方面发挥作用。建立示范区应选择具有一定醇醚燃料生产基础的省份及地区,选择煤炭资源丰富及甲醇工业发展较快的地区和燃料乙醇等生物质能源没有覆盖的地区。并应以大型甲醇或醇醚燃料生产企业为主,以新能源汽车大型生产企业为依托选择示范区。同时,推广醇醚燃料还需要国家政策的支持和各地区、各企业之间的合作,特别是质量认证、市场准入、技术创新、物流运输、醇醚燃料标准化建设等工作,是建立示范区过程中的工作重点。

China＇s national standards for fuel methanol and methanol gasoline （M85） for use in motor vehicles have been approved by regulatory authorities.China mainly uses coal in the production of methanol.China＇s coal-based methanol production capacity was around 1270 ×104t in 2008,accounting for some 61% of the country＇s total methanol production capacity.It is anticipated that by 2010 70% of methanol produced in China will come from coal.In order to speed up the application of alcohol ether fuel,China should establish alcohol ether fuel demonstration and validation zones in some areas to pave the way for a wider use of the fuel,and gradually form well-regulated regional markets.These markets should play an important role in guaranteeing the security of the country＇s energy supply and balancing market supply and demand for energy and fuels.The demonstration zones should be established in provinces and regions with existing alcohol ether pro-duction facilities,or regions with rich coal resources and rapidly growing methanol industry or regions where no biomass energy such as fuel ethanol has been developed.These demonstration zones should be built mainly by large methanol or alcohol ether production enterprises,supported by large producers of new energy-powered automobiles.In addition,spreading the use of alcohol ether fuels entails policy support from the government as well as the cooperation between regions and regions and between enterprises and enterprises.Particularly,quality certification,market access,technical innovation,logistics and alcohol ether fuel standard formulation are the top issues to be handled in building alcohol ether fuel demonstration zones.
