The construction of socialist harmonious society is in need of promoting the development of human resources greatly, which is its basic link, motive power and guarantee, and which is faced with important opportunities and challenges. With the promotion of the development human resources, it is necessary to adhere to people oriented to make clear its direction, to pay more attention to manpower capital to enhance its actual effect, and to push forward cultural construction to enforce its wholeness.
