区域卫生规划的有效实施与当地的卫生政策环境密切相关。近年来,在天津市政府的领导下,卫生部门通过营造有效的政策支持环境与整体制度设计,不仅使区域卫生规划得到较好的实施,也促进了天津卫生改革与发展。在区域卫生规划指导下,天津在卫生资源调整、卫生服务体系建设、提高卫生服务的公平性方面进行了有益的实践。

The efficient implementation of regional health program is bound up with the local health policy environment. In recent years, Tianjin regional health program has been implemented efficiently and improved the development of Tianjin health reform by means of the policy support and overall institutional arrangement under the leadership of Tianjin government. The adjustment of health resource and the setting up of health service system as well as the improvement of health service fairness of Tianjin have been practised benificially by the guidance of Regional Health Program.
