政党通过一定的人事安排实现对政权系统的人事嵌入,既是政党权威生成与拓展的过程,也是国家构建的过程。在中国的语境中,由于国家构建在革命与执政的不同时期有着不同的任务与目标,党的这种人事嵌入在遵循了"党管干部"的总体性要求的情况下,也呈现出不同的特征与内容;对党人事嵌入的这种纵向考察,揭示了党在国家构建中的核心能动者的作用,也反映了党具有契合国家构建逻辑的适应性特征。
