摘要
国家助学金的发放存过程存在着诸多问题，高校学生管理工作部门应该细化操作，保障助学金发放的公开、公平、公正，达到帮困助学的宗旨。
There are many problems in the process of state grants releasing. The student department should take measures to protect the nature of opening, fairness, justice of the process of the grants releasing to achieve the purpose of student financial assistance of poor family.
