北京市院外急救队伍现况分析

Current situation of pre-hospital emergency care personnel in Beijing

本文结合院外急救人员工作性质和目前北京市院外急救人员配置现状，分析北京市院外急救队伍建设中存在的问题、北京市现共有院外急救人员1192人，男性超过半数，94％为助理医师和医师，学历以大专为主。存在主要问题包括人员数量短缺，高素质人才比例低；人员配置不合理，人力资源浪费；复合型院外急救人员缺乏；院外急救人员缺乏工作积极性和热情等。针对以上问题提出相关队伍建设建议，如设置相应的教育培训体制，调整院外急救人员的配置，制定相关的保障激励政策．从而增加院外急救人员数量，提高质量，为院外急救工作提供合格的人才队伍。

Beijing Emergency Center （120 System） has 877 staff members and Beijing Red Cross Emergency Rescue Center （999 System） has 315 staff members, totally 1192 persons. 11% of the staff members are graduates of regular colleges and 86% are graduates of junior colleges, and 3% are graduates of secondary technical schools, only a few of them have the degrees of master and doctorate. 80% of them are assistant physicians, 14% are physicians, 3% are visiting physicians, and 3% are vice-chief physicians. More than half of them are male. The Beijing emergency institutions are understaffed. The disposition of personnel is irrational. It is suggested that ambulances be driven by the first-aid people and that their pay and conditions be improved.
