A Strategy for Qiandongnan Prefecture to Choose:to Establish Ecological Administrative Region in Ethnic Areas

运用文化学、生态学和行政学理论方法综合考察黔东南州设立民族地区生态政区问题。从生态文化理论入手,详尽描述了贵州少数民族的生态文化内容及其实质,并在指出这种前工业时代生态文化不足的基础上,提出将民族生态文化与现代生态保护的制度安排结合起来,即在黔东南州设立民族地区生态政区。研究表明:这种按当地的自然生态、经济生态和人类生态规律以及民族生态文化特点,进行规划、建设和管理的行政区,能够促进区域内社会、经济和自然的协调发展。

A comprehensive survey of the establishment of ecological administrative region in ethnic areas of Qiandongnan is offered in the present research,exploiting theoretical methods of culture study, ecology and administration science. The paper starts from the field of eco - cultural theory, giving a detailed description of the ecological culture of ethnic minorities in Guizhou and its essence, and pointing out some shortcomings of this ecological culture of the pre - industrial era. Thereafter it proposes that the ethnical eco - culture and the institutional arrangement of modern ecological protection should be combined, namely to establish ecological administrative region in ethnic areas. Study shows that it can promote harmonious development of local society, economy and the nature to carry out planning, construction and management of the administrative region on the basis of the local natural ecological, economic ecological and human ecological laws, as well as ethnic ecological and cultural characteristics.
