摘要
在改革开放的过程中,广州在很多方面先行先试,其中就包括成为首个全面开放蔬菜产销体制的大中城市。在中共中央、广东省委的指导与关注下,经过一系列的理论研究与部分试行,1984年11月广州对原有的统购包销的蔬菜产销体制进行全面的改革,解决了困扰多年的"吃菜难"问题。改革后的蔬菜产销体制全面走向市场,政府改变了原有的指令性功能,政府、生产者、经营者及消费者都得到了利益,并推动了广州市蔬菜等农副产品朝市场经济的方向发展,对全国农副产品改革起着示范性的作用。
In the course of reform and opening up Guangzhou has led the way in many respects ; for example it was the first among the big and medium-sized cities in China to have an all-round open vegetable production and marketing system. Under the guidance of the central authorities and Guangdong Province and after a series of theoretical studies and some experiments, an all-round reform was carried out in Guangzhou beginning from November 1984 to the system of unified purchase and sale by the state in vegetable production and marketing, which solved the problem of being difficult to buy vegetables for many years. With the reform, vegetable production and sale were all market-oriented, the government changed its function of mandatory planning, and the government, producers, salespeople and consumers all benefited from the reform, pushed vegetable and other agricultural and sideline products in Guangzhou to develop in the direction of a market economy. Thus the reform in Guangzhou played an exemplary role for the nationwide reform in agricultural and sideline products.
