摘要
文章利用国家卫生部2004—2007年《新型农村合作医疗信息统计手册》数据,从参合缴费、基金使用、补偿模式及水平和农民受益等方面归纳总结了西部地新型农村合作医疗运行现状及变动趋势。在此基础上,结合云南和新疆等地的典型调查,讨论西部地区新型农村合作医疗可持续性发展面临的主要问题,对应现状,探求建设新思路,提出具有针对性和可行性的政策建议。
This article summarized the operation state and developing trend from several aspects, such as capital raising, the usage of fund, Compensatory Model, benefits of the peasants, etc, according to the 2004-2007 statistical data of the new cooperative medical scheme （NCMS） of the Ministry of Health. On the basis of this, supported by typical investigations in Yunnan, Xinjiang, etc, it approached the main problems which occurred during the sustainable development of the NCMS plan in the west districts, in view of existing situation, it discussed new methods of construction, proposed feasible and targeted policy suggestions.
