Study on the Mechanism of Self-Compensated Low-Price Hospital

摘要 目的:探索惠民医院的财务补偿机制。方法:采用微观经济学的差别定价理论分析惠民医疗对医院的财务影响。结果:只要惠民医疗以新增病人为主,医院普通病人向惠民医疗转移的数量得到控制,医院的盈利并不会明显减少,财务补偿也非惠民医院顺利运行之必要条件;惠民医疗占用了医院的资源,使得医院盈利率下降,但扩大了医院病人来源,长期内有利于医院竞争力的提升。结论:构建财务上自我补偿的惠民医院,应控制惠民医院数量,提高惠民医疗的集中度,并对医院的惠民医疗和普通医疗市场进行有效分隔。 Objective: Exploring new way of compensation for low-price hospital. Methods: Theory of price discrimination was employed to analyze the influence of low-price medical care on the hospital. Results: The low-price hospital try to mitigate the medical burden of poor patients by adopting the strategy of second-degree price discrimination which divides patients into two groups with separate demand curves and charges different prices to each group. Theoretically, the charge of low-price medical care is more or less higher than the marginal cost, and profit of the hospital will not decrease. In practice, the hospital will be negative affected by the business of low-price medical care due to the transfer effect and the crowding out effect. However, low-price medical care also benefits the hospital by attracting a mass of new patients which will enhance the hospital's competence in the long run. Conclusion: To construct self compensation mechanism for low-price hospital, the government policy should follow three principles. First, the hospital can prevent the ordinary patients of the hospital from transferring to low price medical care. Second, hospital has spare medical resources to accommodate new patients without crowding out ordinary patients. Third, the hospital has the potential to exploit high grade market to offset the tendency of diminishing profit.
