Democracy's Marginal Innovation——An Investigation of the Qiong Lai's New Village Development Council

村民自治的行政化倾向导致了农民对村委会的认同度呈下降趋势。邛崃市新村发展议事会的创设则有效提高了农民的参与积极性,扭转了村级自治组织不能充分自治的局面,农民的制度化参与对改善农村治理结构具有积极意义,有助于农村的长治久安和均衡发展。

The administration of villagers self-governance leads to the village committee＇s loss of its identity gradually. As an institutional innovation, the introduction of new village development council in Qionglai promotes the peasant＇s enthusiasm in participating village affairs, and change the situation where the village-level organization did not realize self--governance adequately. Peasants institutionalized participation will improve the governance in rural areas and help to realize the lasting stability and development in balance.
