多边出口控制机制的局限与困境——非正式国际机制的视角 被引量:5

摘要 在一定程度上,多边出口控制机制适应了国际社会的防止扩散治理需求,但这些机制的非正式性、规定的模糊性、目标与成员国范围的不相合性等问题,制约了非正式安排对普遍性国际规范扩展的制约等,使其对大规模杀伤性武器及其运载工具扩散问题的治理受到制约。为增强多边出口控制机制对国际防扩散治理的积极作用,一种可行的做法是对其决策程序进行制度化的调整,建立遵守评定体制和出口政策审查体制。 The informal nature of multilateral export control mechanisms,the ambiguity of their provisions,and the incompatibility of their objectives to the scope of membership—all these have limited the power that these informal international mechanisms could exercise.These problems constrain the ability to control the proliferation of weapons of mass destruction and their means of delivery.The system of export policy review are viable approaches to take to improve the multilateral export control mechanisms.
