矿产资源资产化管理的几个问题研究

STUDY ON SOME PROBLEMS CONCERNING MINERAL RESOURCEMANAGEMENT AS NATIONAL PROPERTY

针对我国矿产资源资产管理研究与实践现状，探讨了矿产资源资产化管理与矿业权管理的关系、评估参数获取、储量级别对评估价值影响等问题；研究了资产化管理对资源浪费的抑制能力与不足，指出资产化管理与资源性管理的有机结合与协调应是我国资源管理体制改革的正确取向；提出了若干旨在促进矿产资源可持续利用及采矿生产集约化、规模化的若干建议与对策．

Aiming at the current situation concerning mineral resource management as national property in China, the relation between mineral resource management as national property and mining rights management,the determination of the evaluation parameters and the influence of categories of mineral reserves on the evaluation value are discussed. The control capability and shortcomings of management as national property on resource conservation are studied and points out that the right way of reform of Chinese resource management system is of organic combination and coordination between management as national property and management as resources, some suggestions and counter measures for promoting sustained utilization of mineral resources and mining intensification and scale are put forward.
