摘要
改革开放以来，我国相继制定了一系列吸引外资的政策，使得我国利用外资数额不断增大，成为发展中国家第一大外商投资国。文章从近代外国对华资本输出与当今外商对华投资发生的背景和目的、比重和来源、内容和范围、性质和结果等方面的比较分析，得出了“近代是外资利用，当今是利用外资”的结论，澄清了人们的一些模糊认识。
Ever since our opening and reforming, a series of policies to draw foreign capital have been made, which has enlarged the sum of foreign capital step by step. As a result of this, China has become one of the biggest developing countries to draw foreign capital. By analyzing capital export to China in modern times and foreign investment to China at present age from their two different backgrounds, purposes, proportions and sources as well as their different contents, scopes, scales and results, get a conclusion that making use of foreign capital in modrm times is different form making use of it at present age. Therefore it has clarified some peoples unclean ideas.
