我国建立新型农村社会养老保险的经济可行性分析

Analysis on the Economic Feasibility of New Rural Society Endowment Insurance in China

发展农村社会养老保险是解决日益严峻的农村养老问题的必要举措,是统筹城乡发展、全面实现小康、构建和谐社会的战略需要。老农保的失败让人们对新农保充满期待的同时也存有几分担忧。为坚定领导层试点、推行新农保的信心和决心,加快新农保发展步伐,本文在测算新型农村社会养老保险的经济负担的基础上,对农民个人和政府两方面的经济支持能力进行分析,认为只要制度设计合理,在全国试点、推广新农保在经济上是可行的。

The development of rural society endowment insurance is a must to solve the increasingly severe problems of rural old-age, and to balance urban and rural development, to realize the strategic all-round well-off and harmonious society. The failure of the former rural society endowment insurance brings somewhat concern to the latter. For the leadership pilot of the promotion of the new rural society endowment insurance, and the confidence and determination to accelerate the pace of development of the new rural society endowment insurance, based on measuring the economic burden of the new rural society endowment insurance, this paper analyses both economic support ability of individual farmer and governments, and believes it economically feasible to promote the new rural society endowment insurance system at national level with reasonable design.
