摘要
随着市场经济改革的深入,开发区的快速建设推动了城市经济和城市空间的发展。但因吸引全球产业资本落户的追求而致使土地廉价出租,导致了土地低强度开发,给城市的土地资源环境等带来前所未有的压力。而传统的规划控制体系以减小容积率、降低建筑高度和维持高绿地率为控制核心,客观上对开发区的低强度开发起了推波助澜的作用。在探询规划控制本质定位的基础上调整开发区规划控制体系,提高土地利用强度,显得必要而迫切。
Along with the deepening of market economic reform, the rapid construction of development zone had promoted the development of urban economy and urban space. But something resulted in low intensity of land development that to attract the world's industrial capital settled in the pursuit which led to the cheap land rent, and that had brought unprecedented pressure on the city"s land resources and environment. Then the traditional planning and control system took reducing the volume rate, the building height and maintaining a high rate for the green as the control core, and this way objectively played a contributory role in the low-intensity development of the development zone. In this case, it becomed necessary and urgent to adjustment zone planning and control system to improve land-use intensity on the basis of probeing the nature and positioning of planning and control.
