乡村建设中的村民认知与意愿表达分析——以江苏省宿迁市“康居示范村”建设为例

Study on Willingness Expression and Recognition of Peasants in New Countryside Construction:A Case Study of Livable Model Village construction in Suqian of Jiangsu Province

以江苏省宿迁市为例,通过问卷调研和深入访谈走入村组,针对"康居示范村"规划建设的现状和内在问题进行调研、分析,主要内容包括:规划实施的现状;农村居民对现有农村生活环境改善的意愿;农村居民的利益变化以及对宅基地置换的意愿表达;农村居民对公共政策及政府作为的认知。最后从规划管理、多渠道筹资、农村宅基地补偿标准、公众参与保障农民的权利等方面提出了政策建议。

Taking Suqian city of Jiangsu province as an example, Tools of the questionnaire investigation and in-depth interviews with villages have be used in order to understand the actual condition of the country planning of modern villages and its existing problems. Several problems have been explored, including the condition of enforcement of the country planning, the willingness of peasants to improve the current residential environment, the willingness of peasants to replacement of rural housing land with changing peasant＇s advantages, and peasant＇s recognition to public policy and government. It reached a conclusion that some policies should be brought out for the management of the country planning, raising finance through various channels, making out the standard of compensation for rural housing land and peasants participation to safeguard the legal rights and security of peasants.
