追求基础教育的师资均衡发展——对教师“定期流动制”的再思考 被引量:4

摘要 教师"定期流动制"作为基础教育师资配置均衡化的一种重要操作模式,在我国一些地区也已经开始了局部的探索。但是,目前仍有不少问题仍困扰着实践者,具体表现为教师定期流动制度还缺乏与之配套的管理体制和政策基础,流动还仅限于区域内小范围流动,教师应该每隔几年流动一次比较合适等。对此,首先应更新观念:教师定期流动是必要的和合理的;贯彻落实有关政策和法律,建立科学的教师流动机制;改变同一区域教师收入差异,建立农村偏远地区教师的特殊津贴制度;学校(校长)也要加强反思:自身在教师流动中所应承担的责任是什么?应尊重教师在流动中的意愿和感受。 As an important mode of operation in the balanced distribution of teachers of basic education, the regular flow system of teachers has already explored in some areas. But there are still many questions haunt practitioners now. Such as the system is lack of management system and policy frameworks, the flowing is also limited to small-scale region, when should be more appropriate to the teachers' flow. So we should renew our concepts firstly: it is necessary and reasonable for the regular flow of teachers; implement relevant policies and laws, set up a scientific mechanism of teachers flow; change the differences of teachers pay in the same area, and set up the system of special allowances for the teachers in the rural areas; principals should reflect: what are their responsibilities in the flow of teachers; we should respect teachers' wishes and feelings in the flow.
