摘要
街道办事处作为行政派出机构是建国初期我国特殊时期的产物。近年来街道办事处发展中存在一些问题,这些问题从管理哲学角度看主要是与环境、个人与组织的问题。因此,转型阶段我国街道办事处需要重新定位其过渡角色,坚持人本管理和渐进式改革,实现新形势下我国城市社区治理模式的变迁,将街道办事处由行政派出机构,逐渐转变成培育公民自治能力的过渡机构,协调社区居民与政府间关系的行政办事机构。
As the sending out governing organization, the urban street is the special outcome in the early period of PRC built. There are some problems in the procession of urban street office. In view of management philosophy, one problem is organization and environment and the other is individual and organization. In order to change govern patterns of our city's community. The urban street office needs to allocate its transition role again, and insistson humanistic management and incremental reform at the age of transition. Moreover, we should transform our urban street office into the transition organization which cultivate the citizens' autonomous ability gradually, and harmonize the relationship between the citizens and the government.
