立法促进学前教育公平:台湾地区的经验及其启示

Promoting Early Childhood Education Equity by Legislation: the Experience in Taiwan province and Its Inspirations

在教育公平备受重视的大背景下,台湾地区采取立法手段保障学前教育公平的实现。通过对台湾地区学前教育及其相关法律的分析,我们认为,台湾地区立法保障学前教育公平具有以下主要特点:1.强调学前儿童教育机会的均等;2.强化政府在促进学前教育公平中的责任;3.保障学前教育的财政投入;4.注重学前教育经费的合理分配。台湾地区立法促进学前教育公平的经验值得我们借鉴。

Education equity has been becoming more and more significant nowadays. In Taiwan province, the government has made great efforts to promote early childhood education equity by legislation. By analyzing laws on early childhood education in Taiwan province , the authors point out that there＇re four distinct features as follows： （1） Emphasizing the equity of opportunity of early childhood education; （2） Strengthening governmental responsibilities on promoting early childhood education equity; （3） Assuring financial investment on early childhood education （4） Allotting the financial investment on early childhood education effectively. It provides important inspirations for us to promote early childhood education equity by legislation in mainland.
