奥巴马竞选美国总统时曾誓言要促进全球发展,对世界做出了"非同一般的承诺"。奥巴马执政后,为了实现输出民主和反恐的双重战略目标,积极推动和落实其全球发展战略。美国具有通过进行对外援助以服务于国家战略的深厚历史传统,奥巴马政府的全球发展战略是对这一历史传统的继承和发展,其理念与实践不仅在国内外引发了激烈争论,而且对国际关系民主化进程产生了冲击。无论奥巴马政府全球发展战略推行的成效和结果如何,美国对发展中国家态度的转变,已经彰显了国际社会开始出现从"民主和平"向"民主发展"转型这个重大问题。
During his campaign for presidency,Obama made an 'uncommon commitment' to the world on global development. After winning the election,he has enthusiastically promoted and implemented the strategy of global development,for the purpose of both exporting democracy and anti-terrorism. The U.S. has a tradition of using foreign aid as a policy tool to serve its national strategy. Obama inherits and expands this tradition by enforcing his global development strategy. Obama's practice not only brought about intense debates inside and outside the U.S.,but also has serious impacts on the process of democratization in the international relations. No matter what effects and results that it will have,the changing attitude of the U.S. towards developing countries demonstrates that the major task of international society has shifted from 'democratic peace' to 'democratic development'.
