Decided by the nature of the Communist Party of China, the party member is the ＂master＂of the party, the main body of party＇s constructing and the source of the inner-party power. Respecting and reflecting the dominant position of the party member in the life of the party is a fundamental issue of building inner-party democracy. Practice has also proven that reflecting the dominant position of party members is the growing point of inner-party democracy. At this stage, in order to provide the fundamental guarantee for the implementation of the dominant status of party members and the sustainable development of inner-democracy, we need to establish and improve inner-party democratic system and operational mechanism.
